Whitepages has a decent free tier. Won’t give you full numbers or addresses but you can confirm cities, age ranges and relatives.

Try looking them up through the department of veterans affairs if you have a valid reason. They won't give you their info but may forward a message.

If you remember where they worked try running their name through linkedIn even if they don’t use it sometimes old entries are cached.

Tried to locate my old college roommate then public data check pulled up 3 unrelated people.

If it’s something like a traffic or misdemeanor case, a lot of those don’t show up online unless you have the docket number.

Whitepages premium has worked better for me when it comes to current contact info.
