How Do I Go About Finding Out Who Lives Here

There’s a property near me that I’ve had some concerns about not criminal just unusual activity like lots of packages piling up and no one visibly living there. I’m not trying to bother anyone or invade privacy but I’d like to find out who currently resides there or if it's just sitting vacant.

Is there a legal or ethical way to find this out using public info? I’ve heard about property records and tax databases but I’m not sure where to start or how up to date those are.
